Riverdale appoints interim fire chief

RIVERDALE -- Dean Gallegos has been named the acting fire chief after the resignation of former chief Doug Illum.

Mayor Bruce Burrows said Illum submitted a resignation letter Dec. 5 with the intention to resign effective June 1. However, due to family issues, Illum upped the effective date to Jan. 23.

Illum was hired with Riverdale on July 1, 2004. Gallegos has been with the department for 14 years, Burrows said.

Official action to replace Illum is on hold while city staff and council evaluate the best option going forward, Burrows said. He said the item would likely be discussed during an executive session Feb. 7.

In other personnel news, Riverdale Police Chief Dave Hansen exercised an option to retire in place. He will continue as police chief while simultaneously collecting retirement benefits. Hansen has been employed with the city for 26 years.

Burrows said the arrangement saves the city money that would have otherwise been spent on Hansen's retirement. Instead of paying 28 percent of Hansen's retirement costs, the city will now pay only 6 percent.

"It is to our advantage to save 22 percent," Burrows said.

Capital Economics expects the housing crisis to end this year, according to a report released Tuesday. One of the reasons: loosening credit.

The analytics firm notes the average credit score required to attain a mortgage loan is 700. While this is higher than scores required prior to the crisis, it is constant with requirements one year ago.
Additionally, a Fed Senior Loan Officer Survey found credit requirements in the fourth quarter were consistent with the past three quarters.
However, other market indicators point not just to a stabilization of mortgage lending standards, but also a loosening of credit availability.
Banks are now lending amounts up to 3.5 times borrower earnings. This is up from a low during the crisis of 3.2 times borrower earnings.
Banks are also loosening loan-to-value ratios (LTV), which Capital Economics denotes “the clearest sign yet of an improvement in mortgage credit conditions.”
In contrast to a low of 74 percent reached in mid-2010, banks are now lending at 82 percent LTV.
While credit conditions may have loosened slightly, some potential homebuyers are still struggling with credit requirements. In fact, Capital Economics points out that in November 8 percent of contract cancellations were the result of a potential buyer not qualifying for a loan.
Additionally, Capital Economics says “any improvement in credit conditions won’t be significant enough to generation actual house price gains,” and potential ramifications from the euro-zone pose a threat to future credit availability.

NASCAR wants to reduce two-car drafting this year

CHARLOTTE, N.C. -- Since the system isn't broken, NASCAR officials have no plans to change it -- at least nothing radical.

The sport enjoyed one of its most exciting seasons ever last year, culminating with Tony Stewart winning his third Sprint Cup championship in the last race of the season. NASCAR Chairman and CEO Brian France said the sport is "in a very good place" as it moves toward another season beginning next month with the Daytona 500.

But France also believes it can be even better.

So while NASCAR will pretty much leave well enough alone, they will make a few minor tweaks including taking some measures to address reducing two-car tandem racing at Daytona and Talladega.

"We have had a breathtaking number of close finishes at those tracks, but the fans want a mixture of styles including a return to a more traditional 'pack racing' and that close side-by-side competition that's unique to Talladega and Daytona," France said Thursday at NASCAR's annual preseason press conference. "NASCAR and the teams are working hard on this and based on the test earlier this month, we're encouraged that we're making progress."

France said the two-car tandem racing "evolved into something that no one saw coming, and now we're going to deal with that."

NASCAR's vice president of competition Robin Pemberton said some changes will be made to the cars including adding a slightly larger restrictor plate, a smaller spoiler and softer springs.

Those changes will be made beginning at Daytona next month.

"All of these combinations will help the qualifying be more exciting," said Pemberton. "... The changes we made in the cooling system and the aero package we believe will aid in getting back to the more traditional style pack drafting that we've come to expect at Daytona and Talladega."

Pemberton also said NASCAR will be implementing some similar adjustments to the Nationwide and the Camping World Truck Series.

"We know that the fans want to see more of the traditional style pack drafting, and so do we," said Pemberton. "We won't be able to totally eliminate the two car push. It will be a valuable tool that the teams will be able to use from time to time. However, we do believe that we've come up with a rules package that will help it be the exception rather than the norm."

Pemberton said test results at Daytona earlier this month were productive.

"We've received great feedback from the teams, and it was unprecedented, it really was," said Pemberton. "The communication was second to none."

While the 2012 season will be one of continuity rather than major change, NASCAR will introduce electronic fuel injection into the Sprint Cup Series.

"EFI excites the manufacturers and technology companies," said France. "To attract new companies (to the sport), we've had to take a little different view of that."

France said NASCAR is "very encouraged" by increased television ratings across its three national series - the Sprint Cup, Nationwide and Camping World Truck series.

He also pointed to attendance gains at a number of venues.

"While we are still in a tough economic climate that is still difficult, we are pleased with some positive steps we saw last year," he said.

NASCAR did make some changes off the track this week.

They announced Wednesday they'll make all fines public in the future, a change from past years where they were kept secret.

The big changes for NASCAR will come in 2013.

That's when the re-styled NASCAR Sprint Cup cars from Chevrolet, Dodge, Ford and Toyota will make the sport more relevant to manufacturers and technology companies. Ford earlier this week unveiled its 2013 Fusion prototype with the other original equipment manufacturers to follow in the near future.

A closed test of the cars is scheduled early next month with additional testing to follow before final specifications are drawn.

"This is certainly a milestone in our sport," said Pemberton. "We've worked very closely with the manufacturers on the new car and the four new models are simply outstanding. I think the fans are going to love them and it is going to be such a positive step in helping our race cars become more and more relevant with our fans past, present and future."

France pointed to initiatives begun a year ago including a simplified points structure in all three national series and a "wild card" twist in the Chase for the NASCAR Sprint Cup that placed a greater emphasis on race victories.

All of that culminated in what France called "a championship battle that will be talked about for decades to come."

Riverdale wary about townhome project

I like the concept but hate the location of these townhouse being on a busy road now that Ritter has become closed to East bound traffic.

1500  becomes the entrance to two large subdivision and the test driven road for Larry H. Miller. Also one thing to remember with Larry H. Miller dealerships location,  this created traffic for the Alpine Church to be directed from around the back of Millers to down the 1500 road and through the adjoining neighborhood.

If there is 60 home there could easy be upward of 30 kids playing on and in the area crossing streets to get to the play areas.

 This could cause a safety for the kids. If you notice the play areas are right next to the road way I know this is just in the first phase of drawing but I see it as a safety. I would love to hear your thoughts

RIVERDALE -- City council members met a new townhome proposal with some resistance over the possible long-term fate of such a project.

Brad Wilson, president of Destination Homes, detailed aspects of a proposed luxury townhome community at 1500 West on what has been referred to as the Hayward Business Park property south of the new Larry H. Miller auto dealership. The area is zoned transitional residential.

A preliminary concept site plan shows 60 units on 4.86 acres. Wilson said the units would range in size from 1,200 to 2,000 square feet and include two-car garages. The site would include three common green areas, including a tot lot.

"Our buyer for this product is the young professional, transitioning from college to first career," Wilson said. "It is very different than an apartment. It is an opportunity to build equity."

Councilman Mike Staten said a townhome project in the area would prohibit business from creeping into residential areas.

"The idea is great, appropriate for the area," he said.

Some council members are worried the owner-occupied units would turn into rental units in the future. They say the city has enough rental units now.

"Short-term, this is a nice project," Councilman Norm Searle said. "Long-term, this is just another bunch of rentals. Already, 42 to 45 percent of people in Riverdale live in rentals. I am not in favor."

"When they turn to rentals, they turn to decay," Mayor Bruce Burrows said. "That is the naked truth."

Searle and Councilman Alan Arnold voiced concern over room to store snow removed from the project's streets. Burrows is concerned the sewer infrastructure in the area would not handle the increased load.

Wilson said he would consult a professional homeowners' association about how to ensure units remain owner-occupied

The latest NAR Profile of Home Buyers and Sellers showed a growing trend among recent buyers.

The latest figures show that 89 percent of buyers purchased their home with the help of a real estate or broker. This is a sharp increase from a decade ago in 2001, when only 69 percent of buyers enlisted the help of an agent or broker.

Why do today's buyers buyers choose to work with an agent? Let's look at just a few of the many reasons an agent can be your biggest ally.

First, agents are licensed professionals, which means they had to complete coursework and pass an exam in order to become and agent. They have the education and experience to help you navigate what will be one of the biggest purchases of your life.

They also have access to a wide range of properties and can guide you to those that are the best fit for you, which can save you time and energy. If you are unsure what type of property you're interest in, an agent can help explain the pros and cons of things such as condo life versus single-family detached living.

Where are the up and coming neighborhoods? Which areas are more walkable or have access to better schools? These are all issues an agent deals with daily.

They can also ease the burden of buying by simplifying the process. They set up showings, drive you to appointments if needed, and help you handle the intricacies of negotiations.

Today's market also presents challenges that simply weren't present or didn't dominate the market a decade ago. The 2011 Profile found that more buyers are opting against dual agency, where the agent represents both the buyer and seller. This could signal that today's buyers are very cautious about getting into the market. While a dual agent isn't supposed to harbor any bias, buyers now want to be extra sure they are getting the best deal possible. In fact, "60 percent of recent buyers had an oral or written arrangement with the real estate agent or broker so that the buyer's agent only represented the buyer and not the seller."

If you are considering entering buying a home this year, be sure to strongly consider using a real estate agent. They could be your biggest ally.

RIVERDALE -- When Braden Mitchell and Mike Staten officially took their seats as Riverdale's newest council members, they vacated two seats on the planning commission.

Mayor Bruce Burrows recently appointed two women to fill those seats.

Kathy Eskelson was appointed to finish Mitchell's term while Lori Fleming was appointed to finish Staten's term. Fleming will serve through January 2013 and Eskelsen will serve through January 2014.

Brent Ellis and Blair Jones were reappointed to serve another four years on the planning commission. Ellis is chairman and Jones is vice chairman.

Say hello to mechanically separated chicken. It’s what all fast-food chicken is made – things like chicken nuggets and patties. Also, the processed frozen chicken in the stores is made from it.

Basically, the entire chicken is smashed and pressed through a sieve — bones, eyes, guts, and all. it comes out looking like this.

There’s more: because it’s crawling with bacteria, it will be washed with ammonia, soaked in it, actually. Then, because it tastes gross, it will be reflavored artificially. Then, because it is weirdly pink, it will be dyed with artificial color.

But, hey, at least it tastes good, right?

Origins:   Mechanically separated meat (MSM) and mechanically separated poultry (MSP) are terms used to refer to products created by mechanization which allows meat processors to recover edible meat tissue from the carcasses of animals. Prior to themid-20th century, a good deal of meat scraps and tissue from food animals such as cows, pigs, chickens, and turkeys went to waste because

processors had no efficient means of separating it from the bones after the rest of the meat had been removed from carcasses. This recovery process was largely done manually (when it was undertaken at all) until the development of machines in the 1960s that automated the process, making it faster, cheaper, and higher-yielding.

Mechanically separated meat is a paste-like or batter-like meat product created by forcing unstripped bones under high pressure through a type of sieve to separate edible meat tissue (including tendons and muscle fiber) from the bones. Contrary to what is claimed above, the process does not involve the grinding up of entire animal carcasses (“bones, eyes, guts, and all”) into one large, amorphous glob of meat; it is a technique for removing what is left on the bones of a carcass after all other processing has been completed. (Also, although meat packing plants typically use anhydrous ammonia for refrigeration purposes, with ammonia leakages having on occasion caused contamination issues at such plants, and sometimes introduce additional ammonium hydroxide into meat as an antibacterial agent, poultry processors do not routinely “soak” MSP in ammonia.)

MSM is typically used in cheaper meat products (such as hot dogs, chicken nuggets, and frozen dinners) which need not retain the appearance, shape, or texture of “regular” meat. In order to satisfy consumer preferences, food producers may utilize additives in MSM-derived products in order to alter their color, taste, or texture. (Although McDonald’s Chicken McNuggets are typically offered as an example of a popular MSP-based food, since 2003 that product has been made with all white meat rather than MSP.)

According to the U.S. Department of Agriculture (USDA), mechanically separated poultry is safe to eat and may be used without restriction, however in commercial food products it must be labeled as such:

Mechanically separated poultry (MSP) is a paste-like and batter-like poultry product produced by forcing bones, with attached edible tissue, through a sieve or similar device under high pressure to separate bone from the edible tissue. Mechanically separated poultry has been used in poultry products since the late 1960′s. In 1995, a final rule on mechanically separated poultry said it was safe and could be used without restrictions. However, it must be labeled as “mechanically separated chicken or turkey” in the product’s ingredients statement. The final rule became effectiveNovember 4,1996. Hot dogs can contain any amount of mechanically separated chicken or turkey.

However, due to concerns over the spread of Bovine Spongiform Encephalopathy (commonly known as “mad cow disease”), the sale of MSM-derived beef products for human consumption in the U.S. was banned in 2004:

In 1982, a final rule published by FSIS (the Food Safety and Inspection Service) on mechanically separated meat said it was safe and established a standard of identity for the food product. Some restrictions were made on how much can be used and the type of products in which it can be used. These restrictions were based on concerns for limited intake of certain components in MSM, like calcium.

Due to FSIS regulations enacted in 2004 to protect consumers against Bovine Spongiform Encephalopathy, mechanically separated beef is considered inedible and is prohibited for use as human food. It is not permitted in hot dogs or any other processed product.

Mechanically separated pork is permitted and must be labeled as “mechanically separated pork” in the ingredients statement. Hot dogs can contain no more than 20% mechanically separated pork.

PORTO SANTO STEFANO, Italy (Reuters) - About 40 people were still missing Sunday more than 24 hours after an Italian cruise ship with more than 4,000 on board capsized off Italy's west coast, killing at least three people and injuring 70.

The captain of the luxury 114,500-tonne Costa Concordia was being held in jail accused of multiple manslaughter, causing a shipwreck and abandoning ship, Italian police said.


Passengers, some saying it felt like a rerun of the Titanic disaster, told of people leaping into the sea and fighting over lifejackets in panic when the ship hit a rock and ran aground near the island of Giglio late Friday.

"I was sure I was going to die. We were in the lifeboats for two hours, crying and holding on to each other," said Antonietta Sintolli, 65, breaking down in tears as she recounted the event.

"People were trying to steal lifejackets from each other. We could only gets ones for children."

Passengers said mainly Asian crew members, few of them able to speak Italian, struggled to bring order to the evacuation.

Early Sunday, firefighters found two people still alive in a cabin after making voice contact with them from several decks above, Italian media reported.

An official involved in the rescue operation said two French tourists and a Peruvian crew member were dead.

DEATH TOLL FEARS

There were fears the death toll could rise in one of Italy's worst shipping disasters in years as specialist diving teams checked interior spaces of the vessel.

"We don't rule out the possibility that more people will be lost," said fire services spokesman Luca Cari. It was not clear how many of those unaccounted for could still be trapped in the ship or simply had not been counted among those rescued.

The ship's captain, Francesco Schettino, was arrested on Saturday night for questioning by magistrates, police said.

They said Schettino, whose ship was carrying 4,229 passengers and crew, abandoned the vessel before all the passengers were taken off.

The vessel's operator, Costa Crociere, a unit of Carnival Corp & Plc, the world's largest cruise company, said the Costa Concordia had been sailing on its regular course when it struck a submerged rock.

In a television interview, Schettino said the rock was not marked on any maritime charts of the area.

Costa Cruises president Gianni Ororato said the captain "performed a maneuver intended to protect both guests and crew" but it was "complicated by a sudden tilting of the ship."

It remained unclear how the 290-metre long ship had run aground in calm waters so close to the shore.

"We'll be able to say at the end of the investigation. It would be premature to speculate on this," said coastguard spokesman Filippo Marini.

The ship was involved in an accident on November 22, 2008 when it hit a port wall and was damaged while docking.

Ogden officer injured in drug raid shootout takes turn for worse - Lets not forget

Doctors on Thursday downgraded the condition of one of the two Ogden police officers still hospitalized after being wounded in a deadly Jan. 4 drug raid firefight.

McKay-Dee Hospital spokesman Chris Dallin confirmed that 29-year-old Michael Rounkles, a 5-year veteran of the department, has slipped back into serious condition Thursday morning.

Dallin did not release further details or explanations for the decline in Rounkles’ status, noting patient privacy and family considerations. "The hospital can only release status and cannot comment further," he said. Attempts to reach family members Thurday were not immediately successful.

However, Rounkles’ uncle, Larry Rounkles, was reported last week as saying his nephew had been shot in the face and stomach and still had a bullet lodged near his spine following surgery.

The other Ogden police officer still hospitalized, Kasey Burrell, 33, remained in fair condition. Three other officers wounded in the Weber-Morgan Narcotics Strike Force raid have been released.

Meanwhile, thousands of mourners — including representatives of law enforcement agencies throughout the country — attended funeral services Wednesday for Ogden police Officer Jared Francom. The 30-year-old father of two was eulogized for his sense of humor, outgoing personality and dedication to his young family.

In addition to 4,000 mourners who attended Mormon rites in Weber State University’s Dee Events Center, thousands more lined the four mile route the funeral procession took to the Ogden City Cemetery. Five thousand American flags were staked along the route, while throngs stood along the curbs holding smaller flags as a show of respect for Francom’s sacrifice.

Francom died from wounds received while the strike force attempted to serve a "knock and announce" search warrant on the home of Matthew David Stewart, 37. Police say the Army veteran responded by opening fire on them. Stewart remained under guard at an unspecified medical facility on Thursday, continuing treatment for non-life threatening injuries police continued to refuse to detail.

OGDEN -- City officials have issued a travel advisory for motorists during Wednesday's funeral procession for Ogden Police Officer Jared Francom.

The procession is expected to start between 1 p.m. and 1:30 p.m. at the Dee Events Center at Weber State University.

Motorists should avoid Harrison Boulevard between 4800 South and 2800 South, and Washington Boulevard from 30th Street to 12th Street, and 12th Street from Washington Boulevard to Monroe Boulevard as the procession makes its way to Ogden City Cemetery.

It could take as long as an hour for the procession to travel from the Dee Events Center University to the cemetery, said Jay Lowder, public works director.

In addition, the Ogden-Weber Chamber of Commerce is looking for volunteers to pass out hand-held flags along the funeral procession route. Volunteers should contact the chamber at 801- 621-8300.

Tonight as we lay down to sleep lets us remember those who protect our freedom 24/7 in every city county and state of America.

As the wife of an ex police officer I know the passion an individual can have to protect and serve. The determination to put their life on the line for others. The fear you have as a wife and family as they kiss you goodbye and tell you they love you as they leave for work everyday never wanting to receive the call that your love one has been involved in the events of the day.

Its the silence giants who you find running in to protect as the other are running away. My pray and thoughts goes out the the family of the falling officer and my prays go out to the officers who are still fighting for their live.

May I say THANK YOU from the bottom of my heart for your desire to protect my family.

Authorities say six police officers have been shot at a home in Ogden.

Lt. Tony Fox says the officers were serving a drug-related search warrant late Wednesday at a home on Jackson Avenue when the shootout occurred.

Fox says the officers have been hospitalized. He says one suspect was also in the hospital.

There have been no reports of any fatalities.

Police did not immediately release other details.

Vice President Single Family Mortgage Credit Risk Management Shelley PolandIn a short sale, Freddie Mac agrees to accept less than a full payoff of a mortgage when the borrower is unable to sell their home for enough to pay off their entire loan. Freddie Mac short sales have risen from about 4 percent of completed workouts in 2000 to nearly 14 percent in 2010.

Short sale fraud, also on the rise, enters the picture when real estate professionals fail to disclose affiliations with other parties involved in the transaction to rig sales at a low price and hide better offers from Freddie Mac and the distressed home seller. Then, after the house is sold, the fraudster can flip it a few hours later for the better price and walk away with the profitable difference.

By concealing the higher offer, short sale fraud worsens losses to home sellers, Freddie Mac, and taxpayers. It also throws another wrench into the housing recovery by undermining the trust and transparency at the core of any real estate transaction.

Today, short sale fraud is the top priority for our fraud investigation unit. By working closely with real estate professionals and law enforcement agencies, our fraud unit has identified and stopped a number of fraudulent deals before closing. They have also added the perpetrators to our Exclusionary List – firms and individuals barred from conducting business with Freddie Mac – and worked with law enforcement agencies to prosecute them.

Since short sale fraud requires the cooperation of one or more real estate professionals involved in the transactions, we have begun reaching out to Realtor associations in target markets to educate them about the latest trends in short sale fraud, the red flags to watch for, and what actions they can take to stop it. We strongly believe responsible Realtors are America’s natural first line of defense against such scams.

Trends we have been alerting Realtors about include:

  • Falsely indicating on a new short sale listing that there is an offer on a property in order to discourage legitimate offers and protect an accomplice’s planned low bid.
  • Manipulating the short sale listing price by making the house look more distressed than it really is (“reverse staging”), inflating repair estimates, or using similar tactics designed to obtain an artificially low home value on the Broker Price Opinion. (Our requirements prohibit the buyer, buyer’s agent, buyer’s attorney, or a third-party short sale negotiator to be the contact point for the agents preparing the BPO.)
  • “Flipping” schemes where the fraudster “buys” a house at a short sale without putting down any of his own money and then sells it a few hours (or days) later to a legitimate buyer at a much higher price. These are complex multi-step schemes that use falsified title and/or loan documents to fool a lender into approving the ultimate buyer’s mortgage, which the fraudster uses to settle the earlier closing on the house he “acquired” at the short sale for a much lower price.
  • Manipulating the HUD-1 settlement statement so the fraudster can skim away net proceeds from the sale for himself or other parties in the transaction without the seller’s or investor’s knowledge. (The HUD-1 is the document that itemizes all fees, charges, and other funds involved in a home sale.)

As a result of the uptick in short sale issues, Freddie Mac now requires all of the parties involved to sign an affidavit attesting that it is a true arms-length transaction. These affidavits not only deter individual participation but also give us a stronger legal path to enforce our rights.

Fortunately, we have allies in this fight. There are many conscientious real estate professionals who want to do the right thing. We often receive calls in our servicing, quality control, fraud investigation, outreach, and HomeSteps divisions from real estate agents who know they’ve seen something inappropriate and won’t look the other way. They understand that real estate fraud turns a shortsighted profit at the cost of the public’s long-term confidence in homeownership and the housing industry.

That’s why we are reaching out to educate real estate associations through special seminars and Freddie Mac’s web site, where we post the latest fraud prevention information and best practices. ELKO, Nev. — A tearful Angela Hill seemed shocked and confused when she was informed by an Elko Justice Court judge Wednesday that she had been arrested for investigation of attempted murder.

"I don't understand what's going on," she cried.

Hill, along with Logan McFarland, made their initial court appearances after being arrested Tuesday near the small town of Oasis, Nev., between Wendover and Wells. The two are accused of going on a crime spree that started in Utah and, according to investigators, included a carjacking in which the driver was shot in the head, a high speed chase and a possible double homicide in Mt. Pleasant, Sanpete County.

According to court documents, Hill fired the shot that struck a woman in the back of the head after the couple carjacked and kidnapped her in West Wendover on Dec. 31.

Both McFarland and Hill were booked in the Elko County Jail for investigation of robbery with use of a deadly weapon, kidnapping, conspiracy to commit kidnapping and/or robbery, and committing a crime in a stolen vehicle. Hill was also booked for investigation of attempted murder.

A pair of sharp eyes from an Elko County commissioner brought a three-day manhunt for a couple accused of going on a two-state crime spree — including a home burglary, violent carjacking and possible double homicide — to an end.

Hill's bail was set at $102,000 cash only. McFarland's bail was set at $52,000 cash only. But Elko Justice Court Senior Judge Barbara Nethery informed both inmates during a brief video hearing from the jail that they each had warrants out of Utah. She said McFarland had two no bail warrants out of Utah.

Nethery told McFarland that the Nevada charges would be "satisfied first" before extradition proceedings would take place. The judge said formal charges would likely be filed within 10 days.

Neither inmate wore handcuffs as they sat in a back room of the Elko County Jail during the video proceedings. Hill wore a blue jump suit and sat with her arms and legs folded as she waited for the judge to begin. She seemed genuinely surprised when Nethery informed her she was being held for investigation of attempted murder. She bent her chest into her knees while sitting, and cried.

McFarland seemed equally surprised by his booking charges, asking the judge at one point, "How am I being charged with kidnapping?"

According to the booking statement from the jail, Hill and McFarland carjacked a woman in the parking lot of the Red Garter Casino. Hill allegedly pushed the victim into the passenger seat at gunpoint and drove her vehicle while McFarland followed in a second car.

At one point, police say the women fought back, biting Hill and pushing her out of the car. After she regained control of her vehicle, the woman felt McFarland's vehicle strike her from behind, jail documents state. She then "heard a gunshot and felt an object strike her in the head."

The woman was able to drive herself to the police station and was at last word in stable condition at a Salt Lake hospital.

McFarland and Hill have not been charged in connection with the deaths of Woody and Ann Fullwood, but several court documents filed in both Utah and Nevada strongly suggest they are suspects in the double killing.

Police said individuals had come forward "and had provided information that they suspected the two individuals were involved in the deaths of the Fullwoods in Mount Pleasant," according to an Elko County Jail statement.

A vehicle stolen out of Santaquin was later found in Wells, Nev., where a Volkswagen Jetta left warming up in front of a Super 8 Motel was stolen. During a high speed chase on I-80 with police, personal items belonging to the Wendover carjacking victim, including her purse, were thrown out of the Jetta by McFarland and Hill, police said

The Jetta was recovered late Tuesday in a very remote, mountainous region in the area where McFarland and Hill were arrested. Police said the vehicle was no longer operable.

FHA will keep funding flips Waiver for 90-day resales extended through 2012

For  the second year in a row, the Federal Housing Administration is extending a temporary waiver of its "anti-flipping" rule, meaning homebuyers relying on FHA-insured financing will continue to be able to buy homes that have changed hands in the last 90 days.

The waiver is a boon for investors seeking to rehab and flip properties, because it expands the pool of eligible borrowers to include those relying on FHA-backed loans, popular with first-time homebuyers and others who lack the cash to make large down payments.

In extending the waiver through 2012, FHA said all transactions must continue to be arms-length. In cases in which the sales price of the property is 20 percent or more above the seller’s acquisition cost, the waiver will apply only if the lender can document the justification for the increase in value, FHA said.

FHA instituted the anti-flipping rule in 2003 to protect its mutual mortgage insurance program from losses on homes that were merely flipped, rather than rehabbed. Homes repossessed by Fannie Mae, Freddie Mac, and state- and federally chartered financial institutions were exempt from the rule.

In February 2010, the Obama administration waived the waiting period for resales -- including homes purchased and rehabbed by private investors -- in the hopes of stabilizing home prices and revitalizing communities hit by foreclosures.

It often takes less than 90 days to acquire, rehabilitate and sell properties, the Department of Housing and Urban Development said at the time. Some sellers of rehabbed properties had been reluctant to enter into contracts with FHA buyers because of the cost of holding a property for 90 days, HUD said.

In extending the waiver through 2011, FHA said it insured 21,000 90-day property flip loans worth more than $3.6 billion in 2010 that would otherwise not have qualified for financing.

That number has since grown to nearly 42,000 mortgages worth more than $7 billion on properties resold within 90 days of acquisition.
